Specialist fractional AI operations. European focus. Operational output.
Stairway to AI is a founder-led AI adoption firm in Tallinn, Estonia, founded by Oliver Loit in 2024. We run team AI workshops, a 2-3 month onboarding programme and a fractional AI lead retainer for European teams. Senior engagement on every account and no offshore delivery layers: you work with the people building your AI workflows.
AI should be infrastructure, not for show.
Most AI engagements get stuck at the demo stage. The slides are impressive. The pilot works. Six months later, usage has dropped, nobody owns the workflow, and the team is back to old habits. The consultant has moved on. The tools are still paid for but barely opened.
This fails because of what gets counted as "done." Our unit of value is a Shipped AI Solution: production-ready, documented, with a named internal owner. Demos don't count. Prototypes don't count. Prompt libraries don't count. If the workflow isn't in active use with an owner six months later, it wasn't shipped. This standard changes how engagements are scoped, delivered, and billed.
Literacy before infrastructure.
We don't automate workflows for teams that can't prompt well. Skills come first: a workshop or the onboarding programme, because the alternative is infrastructure nobody can maintain.
Ownership before handoff.
Every workflow has a named internal owner before we step out. No owner means no handoff. It also means no future maintenance, no refinement, and no value that adds up over time. So we don't do it.
Accountability to adoption.
On the retainer you pay for shipped solutions, not hours: if an agreed solution is late because of us, we deliver it the following month at no extra cost. A retainer only works when our interests and yours point the same way.
Founded by Oliver Loit
Stairway to AI is a small team led by founder Oliver Loit. Oliver leads every engagement himself.

Oliver Loit
Oliver founded Stairway to AI in 2024 after asking one question: can AI actually change how people work, or is this another cycle of overpromise and underdelivery? The answer became a business.
He has trained 1,000+ professionals in Estonian and international organisations and built AI systems inside teams in energy, finance, forestry, technology, public sector, and education. Clients so far are mainly Estonian organisations, including Estonian units of international groups. We work across Europe. He is the lead practitioner on every active retainer.
Based in Tallinn. Works in English and Estonian. Direct contact, senior expertise on every engagement.
The ROCSRS framework: the prompting methodology behind every engagement
Every prompt, workflow, and training session we deliver is built on ROCSRS, our 6-element prompting framework. It is taught in the Onboarding Partner Stage 1 workshop and embedded into every client AI Playbook.
| Letter | Stands for | What it means |
|---|---|---|
| R | Role | Define in whose role the AI should act |
| O | Objective | Articulate what the AI needs to achieve |
| C | Context | Explain the background and add relevant information |
| S | Structure | Describe what form and tone the answer should take |
| R | Reasoning | Command the AI to explain its thought process or apply best practices |
| S | Stop | Set a clear limit or end point for the task |
When your team can write prompts against these six elements, reliability goes up and iteration time drops. That's where literacy begins. In Estonian, the same framework is taught as REKSPS (Roll, Eesmärk, Kontekst, Struktuur, Põhjendus, Stopp).
