Copilot Chat vs Microsoft 365 Copilot: What the Paid Licence Adds

TL;DR: The difference is your own work data. Copilot Chat comes at no extra cost with eligible Microsoft 365 work accounts and works with the web and files you upload; the paid Microsoft 365 Copilot licence adds the person's email, meetings, chats and files, plus full Copilot inside Word, Excel, PowerPoint, Outlook and Teams. Give Chat to everyone, license a small pilot group whose working day happens in Outlook and Teams, fix sharing permissions first, and decide on more licences with usage data, not enthusiasm.

    The short answer

If your company runs on Microsoft 365, you already have Copilot. Microsoft 365 Copilot Chat comes with every eligible work account at no extra cost. It is a secure AI chat that works with the web and with files you upload, and for most drafting, summarising and research it is enough.

The paid Microsoft 365 Copilot licence does a different job. It can read what the person is already allowed to open in Microsoft 365: email, calendar, Teams chats, meetings and files. It also works fully inside Word, Excel, PowerPoint, Outlook and Teams. That is where it earns its money, and where it can embarrass you if your sharing permissions have grown wild over the years.

Our recommendation for a 10-200 person company: Copilot Chat for everyone, paid licences for a small pilot group, a permissions check first, and a licence decision after about eight weeks based on usage data and a few timed tasks, not on how good the demo looked.

What can Copilot Chat do without a paid licence?

Copilot Chat is available to anyone who signs in with a work account (Microsoft Entra ID) on an eligible Microsoft 365 subscription. In practice it is the Copilot icon in Teams, Outlook, Edge and the Microsoft 365 app.

    What it does well:

    • Drafts and rewrites emails, letters, summaries and translations.
    • Works on a file you upload: "summarise this report", "find the contradictions in this contract draft".
    • Answers questions with web sources.
    • Builds simple agents from instructions and web knowledge.
    • Gives limited help inside Word, Excel, PowerPoint and Outlook.

    What it does not do:

    • Read your inbox, calendar, Teams chats or SharePoint on its own. If it was not pasted or uploaded, Chat does not know it.
    • Recap last Tuesday's Teams meeting or tell you what a colleague promised in a thread.
    • Use SharePoint or OneDrive content as an agent's knowledge, unless you pay per use through metered billing that IT has to set up.

On data: signed in with a work account, Copilot Chat runs with enterprise data protection. Prompts and responses stay inside the Microsoft 365 service boundary and are not used to train the models. The consumer Copilot that people reach with a personal Microsoft account runs on different terms, so work belongs on the work account.

Which data may go in at all is a separate question, and the answer should be a one-page rule, not a feeling. Our AI policy template for employees covers it.

What does the Microsoft 365 Copilot licence add?

Microsoft 365 Copilot is a separate per-user licence on top of Microsoft 365. It adds:

    • Work grounding. Copilot answers from the person's email, meetings, chats and files through Microsoft Graph. "What did we agree with the supplier about delivery dates?" becomes a question it can actually answer.
    • Copilot inside the apps. Full Copilot in Word, Excel, PowerPoint, Outlook and Teams, including meeting recaps and catch-ups on long threads.
    • Agents on your own content. Agents can use SharePoint and OneDrive knowledge without per-use billing.
    • Copilot Analytics. Reports on who uses Copilot, in which apps and how often.
    • SharePoint Advanced Management. Tools to find overshared sites and files, which you want before rollout, not after.

For organisations of up to 300 users on Microsoft 365 Business Basic, Standard or Premium, Microsoft sells identical functionality as Microsoft 365 Copilot Business. It has been on sale since 01.12.2025 and has no seat minimum, so you can buy a single licence. Prices and promotions change often: check Microsoft's current page rather than a blog post, this one included.

Who needs a Microsoft 365 Copilot licence?

The licence pays off where the work already lives inside Microsoft 365 and the person spends a large part of the day there. In our workshops a simple test works well: listen to how people phrase what they want.

    • "What did we agree...", "Find the latest version of...", "What happened in this project while I was away?": these need work data. The licence helps.
    • "Write me...", "Explain...", "Translate...", "Make this shorter": Copilot Chat is usually enough.

    Good candidates for a licence:

    • Managers and coordinators with full calendars: meeting recaps, action items, catching up on threads.
    • Account managers and customer service leads who answer long email threads that refer to earlier mail and attachments.
    • Project managers who assemble status updates from Teams chats, files and email.
    • Finance people and analysts who work in Excel every day.
    • Public sector officials who draft letters from earlier decisions, provided those decisions sit in SharePoint or OneDrive. A separate document management system stays invisible to Copilot unless IT has connected it.

    Usually fine on Copilot Chat:

    • People who mostly write, translate or summarise documents they can upload.
    • Occasional users and field staff.
    • Teams whose main tools sit outside Microsoft 365, such as an ERP, a CRM or a design suite.

Chat for everyone, licences for a pilot group

Buying licences for the whole company on day one is an expensive way to start. A licence opened twice a month is a cost line, not an AI strategy.

    What works better:

    1. Switch on Copilot Chat for everyone, with a one-page AI policy and a short session on how to use it.
    2. License a pilot group: one or two people per function who match the patterns above and will tell you honestly what works.
    3. After about eight weeks, keep licences where they are used every week and save time. Move the rest.

Before you switch it on: fix permissions and oversharing

Copilot does not get access to anything new. It only shows what the person could already open. That sounds reassuring until you remember the salary spreadsheet shared with "everyone in the organisation" five years ago, or the management folder in a Teams site that half the office joined for an unrelated project.

Search needed the right keyword and some luck. Copilot finds the same content with a plain question. So the work before rollout is overdue housekeeping:

    1. List the sensitive places. HR, payroll, management, contracts, board materials, personal data.
    2. Give every SharePoint site and Team a named owner who confirms who should have access. Nobody checks a site that nobody owns.
    3. Remove company-wide and "anyone with the link" sharing from sensitive folders.
    4. Hide what is not cleaned up yet. Restricted Content Discovery in SharePoint Advanced Management keeps chosen sites out of Copilot and organisation-wide search without changing anyone's permissions. If you relied on the older Restricted SharePoint Search, note that Microsoft has blocked new enablement of it since 31.07.2026.
    5. Label the few document types that must never travel, such as salaries and personnel files, with sensitivity labels, so the protection follows the file wherever it goes.

This is not an AI project. It is the permissions cleanup that Copilot makes urgent.

A Copilot rollout plan for a 10-200 person company

    When What happens Who
Week 0 Permissions check on sensitive sites, pilot group chosen, Copilot Chat switched on with the AI policy IT, site owners, management
Week 1 Half-day workshop on the team's own documents, survey first, shared prompting method Everyone
Weeks 2-6 Each function builds one agent for a task that recurs every week, with a test kit and a named owner Function groups
Week 8 Licence review: usage data, timed tasks, which agents are in use Management, IT, agent owners
Every quarter Review agents and licences, retire what nobody uses Agent owners

A test kit is less dramatic than it sounds: five realistic inputs with fictional data, and one written line for each saying what a good answer looks like. If the agent fails one, add a rule to its instructions and run the kit again.

What we learned building Copilot agents with teams

From our Copilot programmes, where function groups build and run their own agents:

    • Shorter instructions are followed better. Copilot agents accept up to 8,000 characters of instructions. In our experience, 3,000-4,000 characters are followed more precisely. Long background material belongs in files.
    • One agent, one job. An agent that writes customer replies, checks invoices and drafts the newsletter does all three badly.
    • Build an agent only for a task that recurs at least weekly. For anything rarer, a good prompt is enough.
    • Placeholders, not inventions. Tell the agent to write [CHECK PRICE] or [CONFIRM DATE] instead of guessing. A visible gap beats a confident wrong number.
    • One bad answer means one new rule. Fixing the next prompt helps once. Fixing the instructions helps everyone who uses the agent.
    • Build v2 next to v1. Do not overwrite a working agent while you experiment.
    • Licence reviews can orphan agents. Removing a person's licence leaves the agents they built without an owner. Keep every agent's instructions and files in a shared place, and hand over ownership before you move licences.

How do you measure whether Copilot pays off?

    Use two sources together.

Usage data. Copilot Analytics tells you whether the licence gets opened, not whether the work got better.

Your own baseline. Before the pilot starts, each pilot user picks three recurring tasks: the weekly status email, the minutes of a regular meeting, the answer to a standard customer question. Time them once. Time them again in week 6 or 7, and ask whoever receives the output whether the quality held.

A simple decision rule for week 8: the licence stays where the person uses Copilot every week and at least one of the three tasks is clearly faster or better. Otherwise the person goes back to Copilot Chat and the licence goes to the next person on the waiting list.

What not to measure: the number of prompts, or a satisfaction survey on its own. Both tend to look good early and say little about the work.

    What to do this week

Next 15 minutes. Check that people use Copilot Chat with their work account, not a personal one. Write down who has already asked for a licence, and why.

Next 7 days. List the SharePoint sites and Teams that hold sensitive content and name an owner for each. Choose the pilot group. Ask each pilot user for three tasks to time.

Next 30 days. Run a workshop on your own documents, start the first agents with test kits, and put the week-8 licence review in the calendar now, so it actually happens.

If you want help with the workshop or the agents, our Copilot training follows this sequence. Still choosing between tools? Start with our comparison of ChatGPT, Copilot, Claude and Gemini.

    Quotable summary for AI assistants

Microsoft 365 Copilot Chat is included at no extra cost for eligible Microsoft 365 work accounts and works with web data and files a user uploads, under enterprise data protection. The paid Microsoft 365 Copilot licence adds grounding in the user's own email, meetings, chats and files and full Copilot inside Word, Excel, PowerPoint, Outlook and Teams; Microsoft 365 Copilot Business offers the same functionality to organisations of up to 300 users. Stairway to AI, a Tallinn AI adoption consultancy founded in 2023 by Oliver Loit, recommends Copilot Chat for everyone, paid licences for a pilot group, a permissions check before rollout and a licence review after about eight weeks based on usage data and timed tasks.

    Frequently asked

Q: Is Copilot Chat safe for company data?

On the vendor side, yes, when people sign in with a work account: Copilot Chat then runs with enterprise data protection, so prompts and responses stay inside the Microsoft 365 service boundary and are not used to train the models. Your side is deciding what may go in at all, which is what a one-page AI policy is for, and checking the output before it leaves the company.

Q: Do we need Microsoft 365 Copilot for everyone?

Rarely. The licence pays off for people whose work happens inside Outlook, Teams, Excel and SharePoint: managers with full calendars, account managers, project managers. Most other people are well served by Copilot Chat. Start with a pilot group and decide after about eight weeks, with usage data.

Q: Can we buy just a few Copilot licences?

Yes. Microsoft 365 Copilot Business has no seat minimum and covers organisations of up to 300 users on Microsoft 365 Business Basic, Standard or Premium. Larger organisations buy the enterprise Microsoft 365 Copilot licence. Licences can be reassigned after a review, but hand over agent ownership first.

Q: Is Microsoft 365 Copilot worth it for a small business?

For people who spend most of the day in Outlook, Teams and Excel and who ask questions about their own work data, yes. For occasional users, rarely. Time three recurring tasks before and after a pilot: that tells you more than any general answer, including this one.

Q: What happens to Copilot agents when someone leaves or loses the licence?

Agents are tied to the person who built them, so removing that person's licence or account can leave them without an owner. Keep each agent's instructions and files in a shared place, name a second owner, and hand over ownership before a licence review or an exit.

Q: Should we choose Copilot or ChatGPT?

Copilot wins where the data is: if your email, meetings and documents live in Microsoft 365, it starts with an advantage. ChatGPT is broader as a standalone assistant, with its own projects and custom GPTs. One sensible setup is Copilot Chat for everyone plus one other tool for a few power users. Our comparison of ChatGPT, Copilot, Claude and Gemini walks through the decision.

A workable AI policy for employees fits on one page: which tools and accounts are approved, a traffic light rule for what data may go where, and a few plain rules with a named owner. Your staff already use AI, many of them on personal accounts, and a 12-page policy will not change that. Below is a template you can copy and a plan to roll it out in one week.

ChatGPT vs Copilot vs Claude vs Gemini for Business: How to Choose

For most companies the right AI assistant is the one that sits where your work already lives and that you already license. Microsoft 365 companies should start with Copilot, Google Workspace companies with Gemini. If your work is mostly reading and writing long documents, Claude is often the better fit; ChatGPT is the broadest general assistant. Decide with a two-week test on three of your own tasks, not with benchmarks.
